As I said previously, uppity has a racial and negative connotation when used against black people. The point is that Obama is uppity because he has succeeded in life and is not afraid to show that he is. Uppity black people are those who are trying to act as though they’re really better than they are or should be. It’s a classic racial term much like "boy".

"HEIL!" is a salutory word used by the nazis to proclaim Hitler. The guy who started WW2, tried to exterminate a few cultures, and take over Europe about 70 years ago. I showed you the first usage in America. I showed you that it was first used by black referring to other blacks. I showed you that it stems form the word "uppish". I showed you the modern context has nothing to do with an racial reference to the word along UNLESS the context the word is used in is racist itself.

All you have shown is that the general layman adheres to the modern definition of the term, which follows the original root word from which it is developed. A bit of a conundrum if you are trying to paint that the Representative used the word in a racial context by being used by itself. Which lead directly back to this:

"But anyone who has lived and grown up in the South and in Georgia knows what that word means in the vernacular, and what it has meant for the past 50 and longer years in the discourse of race relations here," Camp said.
The dictionary definition of "uppity" is "putting on or marked by airs of superiority: arrogant, presumptuous," according to Merriam-Webster online. The dictionary states that the word dates from 1880.
The common use of the word, however, especially in the South, is to refer to black people who are trying to act better than they are.
